Open Letter of Dr PM Bhargava

Bhopal gas tragedy

This series contains correspondence, reports, and articles related to the Bhopal gas tragedy and its aftermath. It covers the work done by the Sambhavna Trust when Pushpa Mittra Bhargava was its chairperson and reflects his work with non-government organizations. The files in this series include information about a humanitarian mission to Bhopal, proposals for an international medical commission, and the preparatory meetings for the commission. There is also correspondence with key individuals and organizations involved in the response to the tragedy. This file contains correspondence with Shukla about the second meeting of the advisory committee, which has the minutes of the second meeting attached to it. It also contains one 'Action Taken Report (ATR) on Minutes of the First Meeting of the Advisory Committee Constituted by the Hon'ble Supreme Court of India'. Also included is a correspondence regarding the minutes of the meeting of the advisory committee that were attached with it.

Correspondence regarding meeting of Board of Trustees and 25th anniversary of Bhopal gas tragedy

This file contains correspondence regarding a meeting of the Board of Trustees of Sambhavna Trust. It also contains an email by Satinath Sarangi about the 25th anniversary of the Bhopal gas tragedy and a press conference; enclosed with it is a letter from the director of the National Environmental Engineering Research Institute and a schedule of events for the 25th anniversary of the disaster. It also contains an email by Vinod Raina commemorating the 25th anniversary of the disaster. Additionally, this file contains a handwritten note and an email to VM Katoch by C Sathyamala regarding issues related to the Bhopal Memorial Hospital and Research Centre (BMHRC), Bhopal. Correspondence regarding hazardous waste

This file contains correspondence with the group of ministers (GoM) on Bhopal about hazardous waste and toxic contamination, including a memorandum to GoM on the correction of figures in the curative petition and environmental rehabilitation and compensation for toxic contamination, a letter to GoM for a just and scientific resolution of the problem of hazardous waste and toxic contamination in Bhopal, and a roadmap to remediation and justice enclosed with it. It also contains correspondence with Satinath Sarangi about a copy of a letter to the prime minister. Enclosures are retained as found.

Articles and writings about Tata's proposal for involvement in Bhopal - file 1

This file contains articles on medical research in Bhopal sent through email by Satinath Sarangi. It also contains an email by Satinath Sarangi addressed to Chandana Chakrabarti, with which a letter to the prime minister is enclosed. The enclosed letter was from the Bhopal Gas Peedit Mahila Stationery Karmachari Sangh, the Bhopal Gas Peedit Mahila Purush Sangharsh Morcha, the Bhopal Group for Information and Action and the Bhopal ki Aawaaz to the prime minister. The subject of the letter is 'Ratan Tata's proposal regarding clean-up of soil and ground water contamination in and around the abandoned Union Carbide factory in Bhopal and the liability of Union Carbide and its owner The Dow Chemical Company, USA for the same'. It also has an article titled 'Toxic Legacy' by V Venkatesan for Frontline, The Hindu.

Publications

This series contains the important publications that Pushpa Mittra Bhargava kept in his collection. The first subseries contains 123 issues of Vijnan Karmee, the official publication of the Association of Scientific Workers of India (ASWI). These issues span a period from May 1949 to October 1968. The monthly magazine addresses scientific subjects and discussions in the field of science in India and includes articles and essays by contributors such as Joliot-Curie, JD Bernal, CV Raman, DD Kosambi, Niels Bohr, and many others.

The magazine also covers issues related to the Association of Scientific Workers of India and the broader scientific community in India. They have been arranged chronologically. Certain issues bear handwritten inscriptions by PM Bhargava.

This file includes documents containing the programme details for former Prime Minister Rajiv Gandhi's inauguration of Jonaki. This was a new complex at the CCMB dedicated to Rajiv Gandhi in 1987 at the Centre for Cellular and Molecular Biology (CCMB). Documents such as 'Agenda for the Dedication Ceremony' along with a few handwritten notes are included in this file. 'Programme for the dedication ceremony', 'Programme for the formal dedication ceremony' and 'Programme of the Prime Minister in the CCMB' are also parts of this same file.

Correspondence with PMO or PM's secretariat regarding Rajiv Gandhi's visit for inauguration of Jonaki - file 1

This file contains letters that are either addressed to or written by the Prime Minister's Office (PMO) or Prime Minister's Secretariat in relation to former Prime Minister Rajiv Gandhi's visit for the inauguration of Jonaki. The new CCMB complex, known as Jonaki, was dedicated to Rajiv Gandhi. The inauguration and dedication ceremony took place on 26 November 1987. The correspondence contained in this file is from both 1986 and 1987 and pertains to the particulars of Rajiv Gandhi's visit to CCMB for the event. Two copies of the identical letter are preserved due to the fact that their dates differ. A letter addressed to GK Arora of the PM's Secretariat has enclosures, which are retained as found.

This file contains correspondence pertaining to the press regarding Jonaki's inauguration and symposium, Frontiers of Tomorrow in Biology. Both of these events occurred almost concurrently in 1987. The letters in this file are arranged from Shankar to Selvam. While correspondence predominates in this file, there are also numerous undated documents present. This file contains letters either addressed to or written by PS Shankar, Editor of the Publications and Information Directorate; G Selvam, Station Director, All India Radio, Government of India; and many more. This also has many other documents, like 'Portfolios of Ministers', 'List of Newspapers and Other News/Media Agencies' and 'Material to be Sent to Dr Sunil Kothari for his Write-up on the CCMB'. This also has three handwritten notes and one card.

Collaborations

This series focuses on various collaborative efforts with institutes and governments that Pushpa Mittra Bhargava actively participated in. It contains correspondence, memoranda, and other official documents of significance. The series is divided into three subseries. Details on each of the subseries are given below.

Subseries 1: Collaboration between Centre for Cellular and Molecular Biology (CCMB), Council of Scientific and Industrial Research (CSIR) and National Institutes of Health (NIH)

The initial discussions on a collaboration were initiated between the Centre for Cellular and Molecular Biology (CCMB), Hyderabad, India, and the National Institutes of Health (NIH), located in Bethesda, Maryland, USA. On 3 March 1982, PM Bhargava sent the draft version of the proposal to Dennis O Johnson, the Scientific and Technological Attache for the American Embassy. In 1985, the Council of Scientific and Industrial Research (CSIR) came on board as a collaborative party. The final Memorandum was executed in 1986 between CSIR and NIH.

Subseries 2: Collaboration between Council of Scientific and Industrial Research (CSIR) and Imperial Cancer Research Fund (ICRF)

This subseries contains files about the collaboration between the Council of Scientific and Industrial Research (CSIR) in New Delhi, India, and the Imperial Cancer Research Fund (ICRF) in London, United Kingdom. This contains copies of the drafts of the memoranda and official papers, including handwritten, photocopied, and original letters. However, there is no copy of the final signed memorandum in this subseries.

Subseries 3: Collaboration between India and the Union of Soviet Socialist Republics (USSR)

The subseries contains files about the scientific and technological collaboration between India and the Union of Soviet Socialist Republics (USSR). PM Bhargava visited the Soviet Union to engage in discussions with eminent scientists there and establish a collaborative partnership. This series includes correspondence between PM Bhargava and Nurul Hasan, the Ambassador at the Embassy of India in Moscow, USSR, as well as Prabhakar Lavakare, who served on the National Bio-Technology Board of the Department of Science and Technology. The final memorandum was executed by the Prime Minister of India and the General Secretary of the USSR in Moscow on 3 July 1987, and a photocopy was sent to PM Bhargava.

Correspondence about collaboration between NIH and CCMB from 1985 - January to May

This file contains mostly correspondence about the collaboration between the Centre for Cellular and Molecular Biology (CCMB), Hyderabad, India, and the National Institutes of Health (NIH), Bethesda, Maryland. The letters in this file are from January to May of 1985. This file includes letters either addressed to or written by John H Lewi of the Department of State, the Bureau of Oceans and International Environment and Scientific Affairs, KN Johry, Director of CSIR (Council of Scientific and Industrial Research); and many more. There were two letters addressed to Yaspal, Secretary of the Department of Science and Technology, and S Varadarajan, Director-General of CSIR (Council of Scientific and Industrial Research), respectively, and both letters had the same enclosure. However, only one copy of the enclosure is preserved in this file to avoid repetition. This enclosure contains a letter from Philip E Schambra, Science Attache of the Embassy of the United States of America, New Delhi, and two annexures of its own titled 'Intellectual Property, Copyrights and Patent Provisions' and 'Suggested specific items of work on which, in the opinion of staff of CCMB, a collaboration between CCMB and NIH may be mutually profitable'. Two copies of a letter addressed to S Varadarajan, Director-General of the Council of Scientific and Industrial Research (CSIR), are retained since both letters contain different annotations.

Correspondence about collaboration between NIH and CCMB from 1985 - October

This file contains mostly correspondence about the collaboration between the Centre for Cellular and Molecular Biology (CCMB), Hyderabad, India, and the National Institutes of Health (NIH), Bethesda, Maryland. This file has two copies of the same letter from November 1985. However, both copies are retained since one has an annotation. This letter is addressed to KN Johry, Advisor, International Bilateral Cooperation of the Council for Scientific and Industrial Research (CSIR), and has multiple appendices, which are retained as found. Most of the appendices in this file are originals. This file also has a small handwritten note.

Correspondence about collaboration between NIH, CCMB and CSIR from 1986 - January to March

This file contains mostly correspondence about the collaboration between the Council of Scientific and Industrial Research (CSIR), New Delhi, India, and the National Institutes of Health (NIH), Bethesda, Maryland. The letters in this file are from January to March of 1986. This file includes letters either addressed to or written by Philip E Schambra, Science Attache of the Embassy of the United States of America, New Delhi, Edwin D Becker, Associate Director for Research Services of the Department of Health and Human Services, USA, and many more. Though it was attached with many letters, only one copy of the draft 'Memorandum of Understanding For Cooperation between the National Institutes of Health and Indian Centre for Cellular and Molecular Biology (CCMB)' is retained. The last letter by Philip E Schambra has another corrected photocopy of 'Memorandum of Understanding for Cooperation Between the Centre for Cellular and Molecular Biology, Hyderabad, India, and the Intramural Research Program of the National Institutes of Health, Bethesda, Maryland, USA' which is annotated with corrections to be made since the collaborative party has changed from the Centre for Cellular Molecular Biology (CCMB) to the Council of Scientific and Industrial Research (CSIR). There are also a few handwritten notes, and the half cover of the file is also retained since it has a stamp of CCMB and RRL on it.
