Scientific temper

This series contains speeches, correspondence, administrative records, articles and writings, printed materials, newspaper articles, and handwritten notes. PM Bhargava was deeply involved in discussions on scientific temper and critical of religious practices which invoked supernatural powers. Here we find records documenting radio speeches delivered on the subject, administrative records belonging to the Society for the Promotion of Scientific Temper, papers pertaining to the Nehru Centre in Bombay, reports on the Seminar on ‘Scientific Temper and Spiritual Values’ held at the Centre in 1983, correspondence with individuals about superstition and godmen, and Bhargava's own writings. A large number of letters are exchanged between PM Bhargava and Makarand Paranjape, and another set of exchanges is with Meera Ananda. The Statements, Articles, and Writings subseries contains a 1980 signed statement on scientific temper with correspondence around the drafting of the same. It also includes a published article by PM Bhargava.

This contains a few letters related to the seminar on 'Scientific Temper and Spiritual Values' held at the Nehru Centre, Bombay, on January 22 and 23, 1983. This has an article by Rajeev Joshi, titled 'The (Ir) Relevance of Religion to Modern Man, along with a few newspaper clippings and a brochure on the seminar.

Collaborations

This series focuses on various collaborative efforts with institutes and governments that Pushpa Mittra Bhargava actively participated in. It contains correspondence, memoranda, and other official documents of significance. The series is divided into three subseries. Details on each of the subseries are given below.

Subseries 1: Collaboration between Centre for Cellular and Molecular Biology (CCMB), Council of Scientific and Industrial Research (CSIR) and National Institutes of Health (NIH)

The initial discussions on a collaboration were initiated between the Centre for Cellular and Molecular Biology (CCMB), Hyderabad, India, and the National Institutes of Health (NIH), located in Bethesda, Maryland, USA. On 3 March 1982, PM Bhargava sent the draft version of the proposal to Dennis O Johnson, the Scientific and Technological Attache for the American Embassy. In 1985, the Council of Scientific and Industrial Research (CSIR) came on board as a collaborative party. The final Memorandum was executed in 1986 between CSIR and NIH.

Subseries 2: Collaboration between Council of Scientific and Industrial Research (CSIR) and Imperial Cancer Research Fund (ICRF)

This subseries contains files about the collaboration between the Council of Scientific and Industrial Research (CSIR) in New Delhi, India, and the Imperial Cancer Research Fund (ICRF) in London, United Kingdom. This contains copies of the drafts of the memoranda and official papers, including handwritten, photocopied, and original letters. However, there is no copy of the final signed memorandum in this subseries.

Subseries 3: Collaboration between India and the Union of Soviet Socialist Republics (USSR)

The subseries contains files about the scientific and technological collaboration between India and the Union of Soviet Socialist Republics (USSR). PM Bhargava visited the Soviet Union to engage in discussions with eminent scientists there and establish a collaborative partnership. This series includes correspondence between PM Bhargava and Nurul Hasan, the Ambassador at the Embassy of India in Moscow, USSR, as well as Prabhakar Lavakare, who served on the National Bio-Technology Board of the Department of Science and Technology. The final memorandum was executed by the Prime Minister of India and the General Secretary of the USSR in Moscow on 3 July 1987, and a photocopy was sent to PM Bhargava.

This file contains mostly correspondence about the collaboration between the Centre for Cellular and Molecular Biology (CCMB), Hyderabad, India, and the National Institutes of Health (NIH), Bethesda, Maryland. This file has a letter from November 1982 addressed to Dennis O Johnson, Scientific and Technological Attache for the American Embassy and an enclosure titled 'Draft agreement providing for the conduct of cooperative research and associated interactions between the Centre for Cellular and Molecular Biology, Hyderabad 500009 (India) and National Institutes of Health (Fogarty International Centre, Bethesda, MD 20205, USA' along with two appendices that are retained as found.

This file contains mostly correspondence about the collaboration between the Centre for Cellular and Molecular Biology (CCMB), Hyderabad, India, and the National Institutes of Health (NIH), Bethesda, Maryland. All the letters in this file are from April 1984. All the letters in this file are addressed to S Varadarajan, Secretary of the Department of Science and Technology. Two copies of the same letter are preserved since they have annotations on them. This letter also has an enclosure. This enclosure consists of a letter and a 'Plan of Action for Mutual Cooperation Between the Centre for Cellular and Molecular Biology, Hyderabad 500009 (India) and the Intramural Research Program of the National Institutes of Health, Bethesda, Maryland, USA', which is at the end of the file. Though this plan is attached to more than one letter, only one copy is preserved.

The letters in this file are from January to May of 1985. This file includes letters either addressed to or written by John H Lewi of the Department of State, the Bureau of Oceans and International Environment and Scientific Affairs, KN Johry, Director of CSIR (Council of Scientific and Industrial Research); and many more. There were two letters addressed to Yaspal, Secretary of the Department of Science and Technology, and S Varadarajan, Director-General of CSIR (Council of Scientific and Industrial Research), respectively, and both letters had the same enclosure. However, only one copy of the enclosure is preserved in this file to avoid repetition. This enclosure contains a letter from Philip E Schambra, Science Attache of the Embassy of the United States of America, New Delhi, and two annexures of its own titled 'Intellectual Property, Copyrights and Patent Provisions' and 'Suggested specific items of work on which, in the opinion of staff of CCMB, a collaboration between CCMB and NIH may be mutually profitable'. Two copies of a letter addressed to S Varadarajan, Director-General of the Council of Scientific and Industrial Research (CSIR), are retained since both letters contain different annotations.

Two copies of a few letters are retained since they have different annotations on them. A letter from 16 August 1985, sent to KN Johry, has another letter as an enclosure from 1984, which is retained as found. This also has another document attached titled 'Council of Scientific and Industrial Research (ISC) : Proforma to Accompany Proposals for Holding International Symposia/Seminar/Exhibition/Workshop/Training Course etc. at the National Labs./INSTTS'.

This contains one letter addressed to Edwin D Becker, Associate Director for Research Services of the Department of Health and Human Services, USA, which has two enclosures of the same memorandum. One of the enclosures is a photocopy of the draft 'Memorandum of Understanding for Cooperation Between the Centre for Cellular and Molecular Biology, Hyderabad, India, and the Intramural Research Program of the National Institutes of Health, Bethesda, Maryland, USA' and two appendices.
